I can't upload a track. This link (https://weeklybeats.com/music/upload) doesn't work with me. I tried disabling adblockers and stuff. Any idea ?

Is the + symbol on the calendar page pink or blacked out for you? If the latter, you may have already uploaded something and can edit/replace (prior to deadline) by going to your profile and clicking on the submission. If it's still pink, try clicking on that?
