Empire was nice and lazy. If they hadn't been looking for you, I could've stolen that horse and be halfway to Hammerfell. You there. You and me - we shouldn't be here. It's these Stormcloaks the Empire wants. We're all brothers and sisters in binds now, thief.

Thank you! That sound is pretty simple to recreate, it's a one-shot synth sample from Native Instruments' "Deep Matter" sample pack ("Amphion C3"), on the Digitkat, with an LFO on the filter frequency cutoff.
