I used Reelbus but instead of using the built-in wow & flutter simulation I automated ips, very sudden jumps from roughly 15 to 3 ips is what makes the sound

WHOA that is really clever, like pitch bending via tape speed. I'm definitely going to get a plug-in now thanks to you. I was also looking at this one:

Fun fact: I put this song on my MP3 player tonight and spent roughly 50 minutes combined listening to it on repeat, while driving to and from errands!
