This is a “look out the bad guy is standing right there” theme. You know, like, you’re chilling in a game, maybe speaking some dialog, then the music shifts and the screen scrolls a little, and it’s all “Oh no! Knuckles is standing right there!” or “Protoman is just on the other side of that door!” or “The Turks were waiting here for us the whole time!”
Actually, come to think of it, all these bad guys ended up being good guys…? Maybe it's like wrestling rules. Having big dorky evil music makes you kind of lovable?
