Firstly, will vocal samples from films which are in Public Domain be considered acceptable or should vocal samples from films be avoided regardless of their copyright status?

Secondly, would anyone be able to recommend a reputable site for getting foley/field recorded samples? Google searching shows a bunch but I am unsure which would be the better options.
