I really love the sound of a Carillon- I have never had a chance to actually climb into a bell tower and play one. 
That is a bucket list item for me.
I set this in 5/4 time- an asymmetrical meter. In the 2nd measure the viola carefully but confidently ascends, leaving an awkward silence on beat three signifying hesitance. 
This halting viola part is repeated by other instruments-- as if asserting a position while speaking truth to power. Or just speaking your mind to your dogs.
The stark Carillon notes embody the truth. Then the violins rise to a long note, then the Cello argues the case with descending with slightly-sarcastic ornamented dotted-rhythms--then unexpected accents.
The entire string section picks up the Carillion-truth theme, contracted into a frisson of triplet 8th notes to drive the point home. This sections ends with a sforzando whole step (modal)cadence--very dark. Then a Luft Pause-- that will seem maybe a big too long...
The next section is more vivacious, and positive, with lots of vigorous agreement ending in a very strong authentic cadence.

Back to the beginning, as if this whole experience is circular-- we never stop speaking our truth



Your description sent me down a google rabbit-hole, looking up what carillons actually are (up until now I just associated the word with "ROMpler bell sound patch I rarely use"); I didn't realize they were entire structures.  It's a good week for that; another WB track had me reading about "Aztec death whistles" a little earlier.

It's always good to hear more traditionally-orchestrated compositions on WB (using odd meters, even).  Stand your ground, and never stop speaking your mind to your dogs!

I really enjoy the playfulness.
