I decided to head back to another DAW that I've used previously, Reason.
I started with a drone sample, and added an echo unit and a dual filter. I then added a stretched radio sample with additional echo units. I finally added additional radiophonic samples run through echo units.
In the mixer, I EQ'd the tracks and sent the tracks through insert Reverbs.
